    Hello Ben. Pennsylvania has no time restrictions on WEA messages, but like many other states we only issue an AMBER Alert several times a year. If the circumstances warrant, we issue regional alerts instead of statewide alerts. We have also found that no matter when we issue an alert, numerous people call in complaints for a variety of reasons.

    Hi Jillian. In Pennsylvania, we have 8 Troopers who are AMBER designees and take turns being on call for Amber Alerts, one primary and one secondary at a time. They get the calls and make the decisions, but the Amber Alert Coordinator and myself, are the actual ones who put out the alerts. The coordinator and myself are also on call (24/7) for our Missing Endangered Person Alert(MEPA) and we switch off each month. None of us get on-call compensation but our designees get overtime for the Amber Alert calls and we get overtime if we issue a MEPA or put out an AMBER Alert.

    Hi Cindy. PA State Police has a Criminal Investigation Assessment Unit (CIA) which handles both homicide and missing person cases (thought to be suspicious or criminal in nature), many of them cold cases. This unit was developed in 1988 under the model of the FBI’s Behavioral Assessment Unit. There is one full-time and at least one part-time unit member in each of our Troops across the state who investigate these case, as well as three full time administrative unit members who are based in PSP headquarters (two enlisted and one civilian behavior analyst) The administrative unit members are tasked with the AMBER Alert program, Missing Endangered Person Alert program, as well as the State Missing Person Clearinghouse duties, in addition to overseeing the CIA field members and assisting in those cases. Our department has found that having the behavioral analysis component of our unit involved in the child abduction investigations and long term missing cases is extremely helpful.
