From Derek VanLuchene, Region 5 Liaison: What challenges do you face in your state when it comes to issuing (and/or cancelling) AMBER Alerts? What are the root causes with those challenges (such as system/technology, workflow/process, communications breakdowns, etc.)

Here in Wisconsin, we are working with a pretty antiquated method for LE to request an AMBER Alert. I would love to speed up the process of requesting, approving, and issuing our alerts. I came up with a simple solution that would use our existing Wisconsin LE online portal, but that solution was declined based on the fact that it would involve sending personal identifying information (PII) on our email system, which violates Wi DOJ / CJIS policy. Obviously approved AMBER Alerts are disseminated publicly, but we do get requests with PII that do not get approved for an AMBER Alert. Anyone care to weigh in on how you have improved the speed and accuracy of your process?

Nebraska initiated a process improvement last year after we had some problems with a WEA that didn’t work (Verizon problem) and emails that didn’t go out (state Patrol problem). We met with stakeholders and eliminated two forms the parents or guardians had been required to sign before an alert was issued.

Our official method of request was fax. We updated it to allow for email notification to an email address and also offer AMBER and EMA requests via our website, which sends the request to the same email address that all verification officers monitor. We still ask the requesting agency to call our dispatch center to alert us to the request.

For issuing, we post it to our website, which at the same time generates email alerts to our media and other partners. We then use Alertsense to send the EAS and WEA. Previously, our National Weather service would send the EAS message and the national center would send the WEA. This cuts out two possible delays.
