Jim spent 29 years as a Wisconsin Law Enforcement Officer where he was employed as a Special Agent with the Wisconsin Department of Justice, Division of Criminal Investigation (DCI) for almost 28 of those years. For the last 24 years, Jim was assigned to DCI’s major crimes unit where he was the lead investigator in numerous adult and child homicide and equivocal death investigations, officer involved death investigations and other officer involved critical incidents, and investigations involving murder-for-hire, missing and abducted children, child sexual exploitation, and child abuse and neglect. Jim was assigned to the Wisconsin Department of Justice’s Identity Resolution Team (WiscIR) where he was directly involved in the successful resolution of multiple violent crime cases through investigative genetic genealogy. Jim coordinated DCI’s annual statewide two-week death investigation school for 22 years.

Jim assisted in the development of Wisconsin’s Amber Alert Activation Protocol, and for two (2) years, he was assigned as one of the DCI on-call coordinators for the activation of the Amber Alert in Wisconsin. Jim also helped develop the protocol for DCI’s Child Abduction Response Team (CART), which was formed in 2009, and he was one of the lead agents on DCI’s CART for fifteen (15) years, responding and leading numerous missing and abducted children cases during that time.

Jim served on the Wisconsin Child Death Review Council (CDRC) for seventeen (17) years. Jim was also a member of the Board of Directors of the International Homicide Investigators Association (IHIA), and the Wisconsin Association of Homicide Investigators (WAHI) for many years, of which he had served as the President of both associations during his time on the Board of Directors.

Prior to his law enforcement career, Jim served three years on active duty in the United States Army’s Military Intelligence Corps as an Electronic Warfare Signal Intelligence Analyst.

Jim has worked as an associate with FVTC, its National Criminal Justice Training Center, and the AMBER Alert Training and Technical Assistance Program since 2017 serving as an instructor and curriculum development associate in areas related to Child Abduction Response Teams (CART).
